  3. Simplified Downstream Obligations: Large companies further down the supply chain only need to reference supplier DDS numbers in their own submissions, reducing duplication.

  4. Authorized Representatives for Company Groups: Designated representatives can now submit DDS for all entities within a group, easing coordination and submission processes.

Collectively, these measures are estimated to reduce administrative costs by up to 30%, a major relief for both large corporations and smallholder-linked supply chains navigating the complexities of EUDR compliance.


Background: Regulation With a Global Mandate

The EUDR seeks to ensure that key commodities—including palm oil, cocoa, coffee, rubber, soy, cattle, and timber—placed on the EU market do not contribute to deforestation or forest degradation. This regulation is part of the EU Green Deal and a direct response to global climate and biodiversity crises.


Even prior to enforcement, the regulation has already driven increased transparency, incentivized traceable sourcing, and catalyzed private sector engagement in sustainability efforts.

Previous iterations of the EUDR guidance had already included pragmatic feedback from the industry, but this latest round of changes takes implementation support to a new level, particularly benefiting SMEs and companies operating in complex, cross-border environments.

What’s Next: Benchmarking and Risk Assessment Framework

The final component in the EUDR architecture—the country benchmarking system—is currently being finalized and is expected to be adopted no later than June 30, 2025. This system will classify countries as low, standard, or high risk, directly influencing the due diligence intensity required from EU importers. For businesses, this adds an additional layer of strategic planning, enabling them to align sourcing strategies with risk profiles and optimize their traceability infrastructure accordingly.
